let them setup their cars for rain overnight

and force drivers to test on wet weather and stop complaining for SC and red flags and so

Yeah they started 2003 with an odd rule that only allowed the tyre suppliers to take 1 type of wet tyre & given how good the inter's were both Bridgestone & Michelin were opting for them over the full wets.

If someone crashing in these conditions before the race it is somehow good to delay 10 min
