The loose kerbs might be down to track vehicles running over them.

what is the reason to habe kerbs there? To avoid drivers getting to close to the wall?

Despite the numerous run-off areas, you really lose time here if you make a mistake. So, modern tilke street circuit = old-school track with gravel.
