If you penalise Max you have to deal with Horner whining in your race control office for hours and hours so they probably CBA dealing with him

I'm sure I read somewhere they have temporary telemetry sensors for street tracks so they don't have to dig up actual roads compared to the normal ones they used at permenant circuits

not sure about the sensors, but you can follow the outlines of the track simply by looking for the holes of the barriers. Even if they cross roads or terrasses.
