It is qualifying. The red flag is used here because otherwise there would be a long-term yellow flag which would stop anyone from improving. This has been the case for many years now.

It did take an age to put the red out. Similar situation in F2 at Baku as well - obvious safety car required after a pile up at the restart, but they waited half a lap and Bearman was able to take the lead, and therefore win.

I could see a switch involving Lewis Hamilton receiving a ton of Ferrari money to end his career there with nothing to prove, and Toto making Leclerc to stop making so much mistakes and turning him into world champion material
