Original start doesn't count. I believe Coulthard run out of fuel coming out of Ascari on the last lap in Monza 1995 IIRC.

Realistically Lewis is out of contention but then again he has proven before to suddenly find magic.

There was a crash on the first lap so there was a full restart. You have to run 2 laps to be counted as a race.

BTW did the start lights look orange/yellow to anyone else or was it just my TV/stream

Thought we were headed for an aborted start at first...

No, he parked in the pits for the first start and was basically out, but they rushed him back into it for the second start, which I had forgotten all about :D
