I'm thinking that photo was taken at Detroit; looks like Christian Fittipaldi was confronting Paul Tracy after he got punted by Tracy during the race.

And that was not the first time those two tangled in 1998:

Memo Gidley at Road America during the 2001 race. He was completely unhurt but it's one of the worst looking crashes in CART history for sure:

There was debate at the time (since the TV cameras didn't catch it except from onboard that cut out pretty much at impact) whether the chasis snapped apart on impact or because the safety team had to cut it to free him

I think this evidence points to the latter

He also got clipped by Dixon. He was very lucky there.

Edit: Found a it was a bone contusion, not a fracture/break otherwise he would have been out for Vancouver 2 weeks later.

IDK why, but i remember this pretty vividly. Sportscenter had incorrectly stated, at first, that he had a broken femur. They corrected themselves later on though.

If I remember correctly, the CART/USAC rulesmakers took away some of the ground effects tunnels between 1985 and 1986 but had no rule in place regarding endplate size, hence the massive rear wings. That loophole was closed up after the '86 season.
