I literally don't understand this situation. It sounds like a top-flight racing series somehow didn't provide toilets near enough to the grid that drivers can use them. Either that, or the driver 100% deserved the fine for behaving like a scumbag in a top-flight racing series.

That last line is quite funny: make a blatant weakness look like a strong point, at all costs. Pure marketing.

This is more about the rules rather than how ready the car is. Homologation rules essentially freezes the car spec and then only joker updates and one new homologation are allowed until the end of 2025 (changes to improve reliability can be made if approved without using jokers), so the car needs to be right at the time of homologation.

It is also more like the opposite of Nissan since they rushed the race debut literally with an incomplete car but also the rules were different and allowed free development so it isn't even the same situation.

Yes, but you would expect that a brand with massive Le Mans and endurance experience like Peugeot could at least meet their own scheduled deadlines after launching a "triumphant return" media campaign, with all the customary marketing tropes (teasers, trailers, sibylline announcements etc...). All this without resorting to the "hmmm...sorry, you know, we value quality...like in your road cars...like...hmmm..y'know" argument to hide the fact they're beyond schedule with the project.
