Modifications being made to Arnage, turning the Indy/Arnage section into permanent racetrack and, by the looks of it, removing the spectator bank.

Makes sense with the speed the cars are carrying nowadays. A brake failure into Indianapolis wouldn't be pretty.

The initiating thing was that the a new intersection/rerouting made it possible to make that part of the track no longer public road.

Another project on the Arnage corner will start around the same time. Here, construction work will turn a section of approximately 200 meters in length extending from the exit of the left-hand Indianapolis corner to the exit of the right-hand Arnage corner into a part of the track forbidden to public road cars (traffic will be rerouted from the Indianapolis curve towards the town of Arnage via a brand new road). Safety will be reinforced there with the introduction of additional protective fences and the extension of the Arnage corner gravel trap. Fans will still be allowed to enjoy this spot during the 24 Hours of Le Mans. The construction work will be completed by the end of March 2016.

So both Audi are Porsche won't have a 3rd car at Le Mans this year meaning Bamber/Tandy won't be able to defend their crown..... odd move

I don't care who gets to defend what but smaller grid is bad for the race and not just in numbers but also it affects the strategy and puts more emphasis on playing it safe. Half-full glass... they could have axed either or even both programs.
