Good thing for Neal is he doesn't have to run the softs again, plus he starts race 2 much higher then he would have done with the old race 2 grid.

MIght have been what they were thinking. Have one really bad race (ballast + softs) rather than 2 mediocre ones (ballast in one race + softs in another)
