On one of the HD-clips on Youtube, you can see a spectator taking a hit being thrown to the ground on the lower deck.

Daytona has always allowed fans down there, even after Bodine hit the fence in 2000. There's no reason for it, imo, and hopefully by July, they can get that changed.
