you can add to that teams being more careful with their equipment, having to save every penny for budget cap and components that might give a penalty

Another problem is the lack of non-dry tyres - if you expect all of practice to be wet then you need to ration your sets.

The old pitstraight is too wet for slicks and much of the rest of the track is too dry for inters.

Someone's gonna lose it on slicks on that wet part of the track.
