Pérez - he covers when it's Ocon but when it's Vettel he leaves the door open...
McLaren & Honda - both, McLaren for using a more aerodynamic package in order to embarrass Honda, and Honda, for making an indecent engine
Toro Rosso - it wasn't going to be their weekend

Special mention to Räikkönen for doing nothing.

Well, Pedro de la Rosa during quali and race (he's working as a commentator for the Spanish TV) said he realised of that because of the speed traps and the aero package that McLaren was using, but apart from that I've got nothing, sorry. If I see anything, I'd tell you ASAP.

Perez, Perez, Perez for ignoring the bigger picture and costing Force India a potential podium.

Honourable mentions to Sainz and Magnusson for some stupid driving but at least that was heat of the moment stuff rather than deliberate stupidity.
