Because there is a speed trap at the end of each sector anyway, so that way there is four places to take speeds. Spa is similar, speed trap at the exit of Raidillon while first sector ends just before the braking point at Kemmel Straight.

Here are the speeds at the end of sector 1 except Palmer whose car seems to have some kind of sensor problem so his sector times and speeds are not available.

Even if they initially started under the SC (Which it doesn't seem they are) we would still get a standing start at the point they decided it was safe enough to do so under the new rules.
