Yes and I think more to the point is that F1 needs to establish a way to embrace common platforms that allow teams to enter or exit the sport without draconian financial penalty...i.e. $48m entry fee or bankruptcy.

For example, FIA should allow F2 teams to enter F1 with an upgraded F2 Dallara chassis, paired with a customer power-unit supply, gearbox, suspension and off the shelf aero from Dallara (or another constructor).

But why would you do that? It'll lead to the inevitable bottom of the grid, most likely last behind Sauber, which then makes it an expensive, pointless exercise that'll most likely lead to bankrupcy like so many times before.

Well that's a very defeatist way of looking at things. The reason why you would want something like that is to create sustainability and fuel growth in F1 by giving new teams an opportunity to be promoted from junior series.

F1 isn't only for the elite teams or manufacturers. 20-25 years ago there was one manufacturer team in F1, Ferrari, the rest were privateers with works or customer engine deals (some with subsidies from Ford for running Cosworth). 10 years ago there was 5 manufacturer teams (Ferrari, Honda, Renault, BMW and Toyota), 6 when you include the investment Mercedes were making in McLaren. Go back a couple more years and you also had Jaguar via Ford. Now there are 3 manufacturer teams, a drinks manufacturer and Honda with their investment in McLaren.

F1 also needs the smaller teams to give new drivers the opportunity to get experience of F1. At the moment there is little opportunity for a driver to get a promotion to F1 unless they are linked to a manufacturer via a junior program or are able to buy a seat. Neither are guarantees and the less seats available, the less opportunities there are.

No it won't, that's literally the reason grids in the late 80's early 90's were so huge. Modified F2 chassis racing in F1 is not a new concept.
