The young drivers will be the only ones allowed to do car work; the regular drivers can only do work on tyres.

But I can't imagine many teams will give a balanced amount of time between the two.

I'd say very high. Not withstanding the challenges of recent times, no-one from within F1 has tried negotiating a 2014 (and onwards) contract with Pirelli. What does that tell us?

You cannot blame Pirelli for wanting out, everyday Joe Public who saw Silverstone is just gonna say "I'm not buying Pirelli if all they do is explode", some people are just too short sighted/thick to understand.

but I've been reading headlines from pirelli's PR saying "we have nothing to worry, as many teams signed a contract for 2014"

anyway, they signed with the teams, but not with FIA

I know someone mentioned this plan originally yesterday, but this is utterly pathetic - http://www.autosport.com/news/report.php/id/108499

"Junior drivers are only allowed to car dev work, while race / test drivers are only allowed to do tyre dev work"

And people inside F1 wonder why people outside of F1 say the sport is an utter mess. Just do the 'effing test, let the teams do what they want with the drivers they have (senior or junior) and stop creating more complexity than is really necessary.

Part of me hopes that for those three days there is nothing but constant heavy rain, which will mean the teams are unable to conduct any meaningful testing with Pirelli's tyres nor make any progress with car development. In a twisted way it will teach F1 a good lesson about management and opportunity.

Sauber are in penury and have already missed payments to suppliers as well as Hulkenberg's salary. Development on the car has stopped. The source is Blick.

Regarding Sauber, I've been wondering how they managed to continue in F1 after BMW withdrew if you see the lack of (big) sponsors on their cars.

Allegedly their hopes rest on Gazprom money.

It's not an ideal situation but I can't envisage the situation being critical just yet.
