Can we hold on for a minute, I need someone who actually knows their shit to explain what's going on in that picture. The house below looks decent enough. Is it some construction practice? Are they putting it on? Taking it off?

It looks a lot like the temporary covers they sometimes put in Paris while doing renovation/cleaning work, so that people have an idea about what the building below looks / will look like and keep the city nice during the job.

I am not defending Baku or anything, if it's some bullshit cover-up then by all means make fun of that practice, and I will accept to be the jerk here. But a lot of people here seem to react solely based on that photo with no further backstory than "lol Azerbaijan F1 monies lolz". I hope that even if your original pre-conceived ideas are true, you will realise how wrong it is to judge based on some out-of-context picture on the internet, it happens all the time here whenever there's a protest and someone digs up some 5-year old photos to present them as current, just to support their agenda about who the bad guy is.

yeah, after all, they might have done some refurbishment on some older buildings to make the place very 'touristique', and now they are taking this thing off.

They do it here too and I think it's quite a good idea. They re-painted Plaza Mayor here for a few months last year, one side at a time and put up those covers on the side they were painting so it at least vaguely matched the others while they were painting. I think it's a good idea for tourism - allows them to do repair work without getting too many "we went here and everything was covered in scaffolding" comments from tourists, and your holiday snaps probably look semi-decent if they have that part in at one side or something.

That said, one of the reasons I love Portugal is photographing their rustic-looking old buildings. I could photograph nothing but walls and doors in Portugal and come back happy.

If it is for building, where is the scaffolding? So it is just a cover to make it look more attractive perhaps? Or the other way like aerogi said?

Yes, hopefully they do better than during the Paris E-prix earlier this year where we were deprived of a green flag finish/restart because they didn't plan an opening to get a mildly crashed car out at the track's last corner.
Because in the real Europe everything is smooth and great and organised and perfect and clean and everybody is happy and competent.
