I am just thinking if Perez had won the race, it would be his debut win and under wet conditions.

I am thinking who is the last driver to get his debut win on dry conditions? Is it Webber at Nurburgring in 2009?

Button won it in the wet at Hungaroring and Vettel at Monza and I am sure Hamilton won it in the wet at Montreal.

Well judging by how many times Alonso went off the road during Montreal 2007, you'd be forgiven for thinking it was wet.

It was Pastor Maldonado. He couldn't find his box due to the heavy rain and had to pit again in the following lap.

I can only think of 3 drivers in the last 10 years who won their first race in the rain. Fisichella Brazil 2003, Button 06 and Vettel 08. All of the others were in normal dry conditions

Qualifying was damp-ish, greasy may even be a better description, but the race was dry if overcast.

Yes, as he is also the last person to have his debut win.

I know you are looking to make a point, but it would be the same as claiming Perez would be the first to make his debut win with all 4 wheels still on since Webber 2009.
