Perez had every right to wave his arms in the air as he was basically wrong place at the wrong time. But I'm going to call out his race craft there. He could see Ocon and Hulkenberg squabbling in front of him and instead of biding his time or keeping it to the inside, what does he do? Decides to go 3-wide and hang it around the outside. I can't see Max ever doing that. So yeah while Perez was the innocent bystander, he basically put himself into the crossfire.

Ocon was the lead car there though, JJ's last screenshot shows that. And he ran really deep the previous corner, so he was always going to arc wide into this turn. Hulkenberg, and particularly Perez should've better anticipated that.

I'm amazed that, of all of them, it was Hulkenberg who realised what was about to happen and actually tried to back out. Ok, he was far too late, but that's big character development.

So let me get this straight. The track has curbstones and they´re a bit on the sharp side. Although this also was a problem in 2021, Pirelli didn´t bring a tyre that can manage that.
Drivers can not be trusted not to go too crazy on the curbs, although these curbs are not ON the track but next to it. Avoiding them by staying on track appears to be no option.
So now FIA has imposed a maximum stint, turning the race into a circus, because drivers can´t keep the car on the track.

How come drivers can keep the car on the track on circuits like Monaco or Singapore, but not in Austria or Qatar?

No, the kerbs were changed from 2021. They're worse now.

Well first you have to dig them up. Put new ones in, let them set and make sure they're not sharp.
