Alonso probably anticipated that in normal circumstances he could immediately turn little bit left while Ocon goes past. He couldn't have predicted Ocon will lose his optimal line.

I'd say in an incident like this the driver going slow takes the majority of blame.

I´d say the incident only happened because Ocon lost control of his car.

Ocon will ofcourse blame Alonso for distracting him with his existence

Yeah this shows that Alonso went well out of the way, zero blame on him.
Ocon made a mistake which would have had little effect if he had been there alone, unfortunately there was another car so he hit it. Unfortunate accident.

The problem, as Palmer pointed out on the broadcast, that a lot of drivers have only been giving a cars width margin. There's been multiple close calls through practice and qualifying. While Alonso did move out of the way, why does he make that big jink to the left just when Ocon was arriving? There's no way Ocon would've been able to react to that in time. If Alonso had maintained his line and not turned left at the last moment, there wouldn't have been any contact. So he's certainly not blameless.
