You are allowed to give the driver accessories before the podium. Just not before the weighing.

In fact, that allowance is there for health and sponsorship reasons. Watches, caps, drinks, etc. are given to the drivers while waiting to go to the podium.

I'm not arguing the duct tape thing here. I agree that it was just because it's more work on short notice than most might imagine. But drivers are allowed to receive sponsor related items before entering the podium provided it's after the weighing.

Example: Hamilton given his Tag Heuer watch as part of his and McLaren's contract as TH ambassadors. Or Bridgestone caps.
