Yep, the Reason is hefty, hefty Rain around the track compared with dense fog.

I dont think that the Weather Conditions will change in the next few hours.

So that could take a while!

Reports from the track that the #29 WRT has crashed and limped back to the pits with rather heavy damage. Repairing it now.

Also the 21 Mercedes is out with a total loss.

Don't know exactly but it's not uncommon. I remember a few red flags in the early hours of the morning for fog.
