Bird has driven well in every series he's raced in. He just seems to be missing that little something. Consistancy/keeping out of trouble perhaps.

His career reminds me a lot of Adam Carroll. Possibly good enough to be given a chance in F1, but always beaten there by less deserving pay drivers (Hi Max).

Also I kind of hope he doesn't get to F1 just to prevent lazy "Bird has race in hand" "Bird on high after win" type headlines.

Yes I should let him have his moment. Bird isn't an average driver by any means nor is he as bad as some of his compatriots (hello Max) but he's probably of a similar standard to Mike Conway. Bird is nowhere near as good as Adam Carroll.
