that is a really difficult choice! I choose michigan only because of the lack of ovals this season.

Apparently Road America wants the race, and it's waiting for IndyCar to make a decision. Michigan would be promoted by Roger Penske, so both are possibilites. Either one I'm OK with, but both need to be on the schedule next year.

Road America is the best track of any kind in America, one of the best in the world, so it out-trumps another non-descript oval easily, even if Indycar might have fixed their oval package this year.

I guess they weighed up the cost of putting on a 16th race versus the loss in penalties they'd incur with IZOD if they failed to fulfil the contract and the penalties were less.

Reading between the lines in the interview with what's-his-name during the rain delay, it sounded like that was what they were doing.

It seemed pretty black and white that Indycar's contract with IZOD required them to run 16 races this season. Sixteen places for IZOD to show their name. I'm sure Indycar took a hit here and IZOD's sponsorship bill went down some. Basically the original contract is void, barring some penalties and lawyerball and such.

Maybe they made an agreement that IZOD can get out of their long term sponsorship deal if IndyCar series can have a 15 race season this year?

I remember that when they were making the schedule, they said that they can always use the Indianapolis Road Course as their 16th race if they must. That was named back then as the most cost efficient option for all the teams and the series can always race there. So for me it sounds like that they don't have to turn that card this time. IZOD wants to break the multi-year deal and IndyCar wants to run only 15 races now.
